Board Meeting
On July 22, 2025, President Mulston called to order the meeting of the Board
of Directors (Board) of Reston Citizens Association (RCA) at 7:32 pm. This meeting was
conducted in-person at the Hartke Building and via Zoom.
Board Member attendees: Lynne Mulston, President; Shawn Endsley Vice-President; Joe
Leighton, Treasurer; Michele Silver Secretary; Directors Connie Hartke; Rich Hoffmann; Gary
Maupin, Jessie Williams, J Orisha (joined via Zoom), Dennis Hays (joined at 8:20pm).
Guests Tim Kutz, Transportation Planner, Fairfax County Department of Transportation
(FCDOT), and Supervisor Maggie Qi, FCDOT, who attended for support.
Given a quorum of members were in attendance, President Mulston determined the meeting
could proceed.
Adoption of Agenda – President Mulston asked for adoption of the agenda. Upon motion made
by Treasurer Leighton and seconded by Director Maupin, the Board unanimously approved the
proposed agenda.
Approval of Minutes – President Mulston made a motion to move approval of the May and
June minutes until the next meeting. Vice President Endsley seconded the motion and all
present approved.
Approval of Treasurer’s Report – President Mulston asked for adoption of the Treasurer’s
report. Director Hoffmann made the motion. Director Maupin seconded the motion. The Board
unanimously approved the report.
Presentation provided by Tim Kutz: Wiehle Avenue Corridor Study: Phase II
Mr. Kutz went through the presentation and made the following key points:
- The Virginia Department of Transportation (VDOT) is currently reviewing the
final report. As a result of their review, there may be a request to develop
another report. - Discussions are occurring now with Fairfax County staff on the budget for the
bridge over the Dulles Toll Road. - Originally, there were three alternatives and what eventually was submitted to
VDOT was a revised concept, based on alternative #2, following additional
testing.
Comments/Questions
- Several RCA board members opined that the reduction of slip lanes will cause
traffic backups. - An RCA member asked if trees would be in the medians and, if so, would they
live? Mr. Kutz stated that Fairfax County would most likely push back on the
trees. - FCDOT will determine the need for either an Interstate Access Report (IAR) or an
Operational Safety & Analysis Report (OSAR). Fairfax County engineers, with
consultant support, will complete the report. Mr. Kutz did mention they would
need to find funding to complete the report. - The Board encouraged additional communications with the community.
- President Mulston will send Mr. Kutz and Ms. Qi the informational graphic
depiction of the Wiehle corridor.
Ms. Qi stated that the County is still in planning phase and the next step would be
developing the framework and would like to keep RCA involved.
CD11 Candidate Forum Update
- President Mulston provided and reviewed a copy of the ‘Run of Show’.
- Four people will be needed to support the registration tables and if the registration is
full, RCA will issue a blue wristband to let registrants enter. RCA will also distribute
small pencils and notecards for people to write their questions. RCA will take questions
to Director Hays and Jennifer Falcon for review and vetting. - Director Hays and Jennifer Falcon will be in meeting room 1 and will review/filter the
questions to ensure they’re appropriate. An RCA volunteer will be needed to bring
questions to President Mulston, who will be moderating the session. - Director Hays noted that the Board should be prepared for the candidates to bring
people that are not registered and how that will be handled. President Mulston said
when she meets with the candidates, she will reiterate the expected number of
attendees. - As of July 27, there are 90 registrants. President Mulston said that advertisements are
starting in Reston Now and the Patch. - The Board agreed that a few questions should be provided in advance to the
candidates, so they’re prepared. - Director Hartke will speak with Shyamali Hauth, who is with Supervisor Alcorn’s office
and the point of contact with the Fairfax County police.
Golf Course Updates
- Director Hartke stated that the owners of Reston National Golf Course (RNGC) are still
holding firm on the notion of “by-right for development of RNGC” and that there was
nothing else to report.
Fairfax County Unified Sanitation Districts (USDs)
- Given the time, Vice President Endsley asked the Board to review the document he
provided in the advance of the meeting explaining the USDs proposal and that we move
this agenda item to the August meeting. Vice President Endsley also said he would
provide a recommendation prior to the meeting.
South Lakes Environmental Median Improvements
- Director Williams referenced the document sent via email based on Director’s
Hoffman’s feedback and went back to look at the area. As a result, he has made some
updates. - Director Williams will speak further with Director Hoffman and will resend the
document to the Board for discussion and vote. - Director Williams will look into who maintains the wildflower areas. Director Hartke will
provide a point of contact to find out who from the Reston Association mows the South
Lakes medians.

- None
Adjourn – President Mulston asked for a motion to end the meeting, which was made by
Secretary Silver and seconded by Director Maupin. The meeting adjourned at approximately
9:04pm.
Addendum: The Board agreed in a follow up email exchange that the next meeting will be on
Tuesday, August 26 th at the Hartke Building.
Since the last meeting, Director Orisha has resigned from the Board for personal reasons.
