Board Meeting
On September 23, 2025, President Mulston called to order the meeting of the
Board of Directors (Board) of Reston Citizens Association (RCA) at 6:30 pm. This meeting was
conducted in-person at the Hartke Building and via Zoom.
Board Member attendees: Lynne Mulston, President; Shawn Endsley, Vice President; Joe
Leighton, Treasurer; Michele Silver, Secretary; Directors Rich Hoffmann, Gary Maupin, Jessie
Williams, and Dennis Hays.
Director Connie Hartke was absent.
President Mulston determined the meeting could proceed given a quorum had been reached.
Adoption of Agenda – President Mulston asked for adoption of the agenda. Upon motion made by Treasurer Leighton and seconded by Director Williams, the Board unanimously approved the proposed agenda.
Approval of Minutes – President Mulston asked for a motion to approve the August minutes. Vice President Endsley made the motion to approve the August meeting minutes, and Director Hoffmann seconded the motion. All attendees approved. President Mulston made a motion to defer approval of the June minutes until the next meeting. Vice President Endsley seconded the motion and the Board unanimously approved the August minutes.
Approval of Treasurer’s Report – President Mulston asked for adoption of the Treasurer’s report. Secretary Silver made the motion to approve the Treasurer’s report, and Director Hoffmann seconded the motion. The Board unanimously approved the report.
Golf Course Updates
- President Mulston had a conversation with Fairfax County’s Deputy Director of Zoning, William Mayland, who issued a letter to Virginia Investment Partners 2019 LLC (owner of Reston National) and NVR, Inc. noting deficiencies in the plan to build on a subsection of Reston National Golf Course. Fairfax County (County) is awaiting a response.
- The owner of Hidden Creek, Wheelock, has developed a proposal to move the club house to another part of the golf course and remove the pool and tennis courts in hopes of developing residential housing. President Mulston said this topic needs to go the Rescue Reston Board before a meeting with Supervisor Alcorn, which is scheduled for September 26th. President Mulston and Director Hartke will attend.
Fannie Mae Updates
- Director Silver stated that the demolition of the Fannie Mae building has started, with the initial focus being on the garage. The floor-by-floor removal will occur later. The project will take approximately eight months.
- Director Silver noted that several in the North Shore Community have complained about the level of noise, especially those working from home and staying home with small children. One resident said their mailbox fell off the front of their house and that a mirror was cracked because of the destruction.
- Director Hoffman suggested that the North Shore Cluster Association find the decibel limitations in Fairfax County to see if the demolition team is exceeding the limit. He also said there is a mobile phone app that can provide decibel readings.
No Fairfax Casino Updates
- President Mulston helped staff a booth at Taste of Annadale on September 20th. She stated that everyone who stopped by said they do not want a casino.
- President Mulston said the No Fairfax Casino Coalition (NFCC) still meets on a bi-weekly basis and will move back to weekly when the need picks up over the next month or two.
- President Mulston stated that Virginia State Delegate Krizek is leading the charge to establish a Gaming Commission. She plans to attend a preliminary meeting in Richmond in October.
- It was noted that there is a No Tysons Casino webinar on September 24th being held by the Tysons Stakeholders Alliance that is against all gaming in Tysons.
South Lakes Environmental Median Improvements
- Director Williams spoke with Bill Lewis of the Virginia Department of Transportation (VDOT) and Claudia Thompson-Deal, who is advising RCA. Mr. Lewis expressed some concern about the dimensions and said that RCA will need to document speed limits and traffic counts.
- Director Williams also stated that RCA would need to go through County Land Use and get a land use permit and need a Reston Association (RA) maintenance exception agreement put in place.
- Director Hoffmann said he may have a contact at VDOT that could help with traffic information.
Other
- Crescent Apartments Redevelopment – President Mulston was invited and had planned to attend a community presentation on the redevelopment, but the organizers cancelled it. She indicated it would be rescheduled. The presentation is sponsored by the Fairfax County Redevelopment Housing Authority.
- State Elections and Possible Debate – Director Hays said he did some research, and there is only one debate scheduled for Governor. He said one of the candidates for Attorney General was willing to discuss having a debate, but the other candidate was not. The race for Lt Governor had one session, and there are no more planned.
- PRC Plan and Minor Modifications – Planning Commission October 22nd meeting: President Mulston talked with John Carter, the Planning Commissioner, who said that the meeting plans to discuss whether to give RA a break if RA wants to do something with the recreational assets in Reston. This request would need to go to the Fairfax County Planning Commission first and then to the Board of Supervisors for approval. There is concern that the possible approval of this request would set a bad precedent.
- Reston Association 2026 Budget – As member of the RA Fiscal Committee, Vice President Endsley attend the September 17th meeting, where they discussed the first draft of the 2026 RA budget and assessment. He noted that the assessment would go up by almost nine percent ($923) and fund (among other things) approximately $3.2 million for capital improvements. There was much discussion about the potential increase, especially given the escalation in assessments over recent years. Vice President Endsley took an action to provide Board the last five years of assessment information.
Adjourn – Treasurer Leighton asked for a motion to end the meeting, which was made by Director Hoffmann and seconded by Director Maupin. The meeting adjourned at approximately 7:26pm. The next meeting will be on October 28th at 6:30pm at the Hartke Building and on Zoom if required.
